Who needs EPA lead-safe certification? More workers than you might think!

Effective April 22, 2010, EPA has revised its Lead-Based Paint Renovation and Repair Regulations to require property owners and management companies to implement lead-safe work practices and certification training for paid contractors and maintenance professionals working in pre-1978 housing.

The Rule’s requirements will usually be triggered when paint or stain which has not been certified as lead-free is disturbed by any repair, renovation or painting project which disturbs six square feet of interior surface or twenty square feet of exterior surface.

Such “renovation” includes typical maintenance activities in rental housing units, such as removal of baseboards for turnover painting, or removal of door frames for repairs.

In addition to providing individual certification training for selected workers, property management companies and rental owners that perform “renovations” or repairs on pre-1978 housing are also required to become a Certified Renovation Firm to be in compliance with federal law.

Certification training is limited to 12 students per class. Students must speak, write, read, and understand English. Class starts promptly at 8:00 a.m. Students arriving 15 minutes late will not be admitted. Lunch will be provided, and the class ends at 5:00 p.m.

This training includes a mandatory EPA test, which will be admnistered and scored at the completion of the course. All necessary documentation will be provided to EPA by the certification instructor, and follow-up will be done with each management company to ensure their employees receive their certification. Certification is subject to annual 4-hour refresher training.
